符合財(cái)庫〔****〕**1號(hào)文規(guī)定條件的殘疾人福利性單位、符合財(cái)庫〔****〕**號(hào)文規(guī)定條件的監(jiān)獄和戒毒企業(yè)均視同小微企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies:This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and support for scientific progress. Welfare units for disabled persons that meet the conditions stipulated in Caiku [****] No. **1, prisons that meet the conditions stipulated in Caiku [****] No. **, and drug rehabilitation enterprises are all considered as small and micro enterprises.

(c)本項(xiàng)目的特定資格要求：（1）參加政府采購活動(dòng)前三年內(nèi)（從****年**月**日至今）未被列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單或政府采購嚴(yán)重違法失信行為記錄名單。
（2）法人的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時(shí)，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的對(duì)該投標(biāo)活動(dòng)承擔(dān)全部直接責(zé)任的明確承諾（銀行、保險(xiǎn)等分支機(jī)構(gòu)的登記注冊(cè)由行業(yè)主管部門事前審批并頒發(fā)經(jīng)營許可，應(yīng)提供經(jīng)營許可證，無需再提供法人出具的承諾函）。
（3）投標(biāo)人的出資人（不含上市公司持股比例未達(dá)到5%的股東，下同）與本項(xiàng)目其他投標(biāo)人的出資人應(yīng)不相同（當(dāng)兩家以上投標(biāo)人的出資人中含有同一主體時(shí)，將按一家有效投標(biāo)人計(jì)算，該投標(biāo)人為相關(guān)投標(biāo)人中通過資格審查和符合性審查且投標(biāo)報(bào)價(jià)最低的投標(biāo)人，其他投標(biāo)人將被判為無效投標(biāo)人）。
（4）投標(biāo)人應(yīng)具有省級(jí)（或以上）質(zhì)量技術(shù)監(jiān)督部門頒發(fā)的計(jì)量認(rèn)證（CMA）證書。
（5）本項(xiàng)目為非專門面向中小企業(yè)采購的項(xiàng)目。

(c)Specific qualification requirements for this program:(1) Within the three years prior to participating in government procurement activities (from December **, **** to present), have not been included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement. (2) When a branch of a legal entity participates in bidding in its own name, it should provide relevant certification materials registered in accordance with the law and a clear commitment issued by the legal entity to assume full direct responsibility for the bidding activity (the registration of branches such as banks and insurance should be approved by the industry regulatory department in advance and issued with business licenses, and business licenses should be provided, without the need to provide a commitment letter issued by the legal entity). (3) The investor of the bidder (excluding shareholders of the listed company whose shareholding ratio does not reach
