(c)本項目的特定資格要求：（1）本次招標需要網(wǎng)上投標，投標人必須獲得上海市電子簽名認證證書（CA認證證書）；
（2）具有有效的營業(yè)執(zhí)照或相關(guān)證件；
（3）已納入本市“多測合一”服務(wù)機構(gòu)名錄的測繪服務(wù)機構(gòu)；
（4）須具備自然資源主管部門依法頒發(fā)的《測繪資質(zhì)證書》，資質(zhì)等級須為乙級及其以上，業(yè)務(wù)范圍包括界線與不動產(chǎn)測繪；
（5）具有承接本項目的人員、設(shè)備、場所等相關(guān)條件；
（6）報名截止之日前三年內(nèi)，在政府采購活動中無不良行為記錄；
