簡要規(guī)格描述或項目基本概況介紹、用途：本項目擬通過公開的方式選擇一家合格的供應(yīng)商完成土地巡查管理單元內(nèi)業(yè)變化監(jiān)測，主要工作內(nèi)容為：以土地巡查管理單元為基本監(jiān)測對象，以耕地作為監(jiān)測重點，基于高頻次、全覆蓋的高分辨率衛(wèi)星遙感影像，采用遙感影像智能監(jiān)測技術(shù)，實現(xiàn)區(qū)域內(nèi)耕地現(xiàn)狀、變化等情況的高效、有針對性的監(jiān)測。通過提供全方位的數(shù)據(jù)與技術(shù)支撐，助力提升土地管理工作效能。（具體詳見第三章采購需求書）
Brief specification description or basic overview of the project:This project intends to select a qualified supplier through an open way to complete the monitoring of business changes within the land inspection management unit. The main work contents are as follows: With the land inspection management unit as the basic monitoring object and cultivated land as the monitoring focus, the intelligent monitoring technology of remote sensing images based on high frequency and full coverage of high-resolution satellite remote sensing images is adopted to realize efficient and targeted monitoring of the status quo and changes of cultivated land in the region. By providing a full range of data and technical support to help improve the efficiency of land management. (For details, see Chapter 3 Purchase Requirements)

2、須具備自然資源主管部門依法頒發(fā)的《測繪資質(zhì)證書》，資質(zhì)等級須為乙級及其以上，業(yè)務(wù)范圍包括攝影測量與遙感等專業(yè)；
3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
4、本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2. Must have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level must be B or above, and the business scope includes photogrammetry and remote sensing; (3) It must be a legal person or an unincorporated organization legally established in China; 4. Subcontracting is not allowed for this project.
