（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserve share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project (yes) is specialized for small and medium-sized enterprises. During the evaluation, the products of small and medium-sized enterprises are not subject to price discount.(2) Support prison enterprises and welfare units for the disabled and treat them as small and micro enterprises; (3) Policy of purchasing energy saving and environmental protection products: under the same conditions as the indicators of technology and service, the procurement of the item list of No.** and No.** of the Ministry of Finance; and the products marked with "★" in the item list of energy saving products. The supplier shall provide the valid certification certificate issued by the national determined certification body before enjoying the preferential procurement or compulsory procurement policy.

(c)本項目的特定資格要求：1、具有住建部通信工程施工總承包三級及以上資質(zhì)；
2、安全生產(chǎn)許可證（有效期內(nèi)）；
3、供應(yīng)商擬派項目負責人具備通信與廣電工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設(shè)工程項目的項目負責人；
4、單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。

(c)Specific qualification requirements for this program:1. Having the qualification of general contracting of Communications Engineering Construction of Housing and Urban-Rural Development; 2. Safety production license (within valid period); 3. The proposed project leader shall have the qualification of communication and broadcasting engineering, valid safety production assessment certificate, and not the project leader of other construction projects under construction; 4、the same person or different suppliers with direct holding and management relationship shall not participate in the government procurement activities under the same contract. Suppliers who provide overall design, standardized preparation, project management, supervision, testing and other services for the procurement project shall not participate in other procurement activities of the procurement project.
