簡要規(guī)則描述：上鋼新村街道“精品城區(qū)”建設(shè)專項(xiàng)包（****年第一批）代建招標(biāo)，主要內(nèi)容包括：本項(xiàng)目的全過程實(shí)施策劃、組織、協(xié)調(diào)、管理，并進(jìn)行有效的目標(biāo)控制，包括投資控制、進(jìn)度和計(jì)劃管理、質(zhì)量管理、現(xiàn)場安全文明施工管理、發(fā)包與采購管理、合同管理、信息（檔案）管理、財(cái)務(wù)管理等；負(fù)責(zé)統(tǒng)一組織、協(xié)調(diào)和管理項(xiàng)目各參建單位的活動(dòng)，協(xié)調(diào)、處理與項(xiàng)目有關(guān)各方的利益沖突和各項(xiàng)具體工作；代理建設(shè)單位辦理的交辦相關(guān)手續(xù)，履行現(xiàn)場必須和必要的簽字確認(rèn)手續(xù)（具體要求詳見招標(biāo)文件—第三章 采購需求書）

(c)本項(xiàng)目的特定資格要求：3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購活動(dòng)）；
4、符合《上海市政府購買服務(wù)管理辦法》第六、七條規(guī)定；
5、本項(xiàng)目僅面向中、小、微型等各類供應(yīng)商采購；
6、本項(xiàng)目不允許轉(zhuǎn)包。
