簡要規(guī)則描述：上鋼新村街道“精品城區(qū)”建設專項包（****年第一批）代建招標，主要內容包括：本項目的全過程實施策劃、組織、協調、管理，并進行有效的目標控制，包括投資控制、進度和計劃管理、質量管理、現場安全文明施工管理、發(fā)包與采購管理、合同管理、信息（檔案）管理、財務管理等；負責統(tǒng)一組織、協調和管理項目各參建單位的活動，協調、處理與項目有關各方的利益沖突和各項具體工作；代理建設單位辦理的交辦相關手續(xù)，履行現場必須和必要的簽字確認手續(xù)（具體要求詳見招標文件—第三章 采購需求書）

(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠；（3）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；（4）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為其他未列明行業(yè)。

(c)本項目的特定資格要求：3、須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、符合《上海市政府購買服務管理辦法》第六、七條規(guī)定；
5、本項目僅面向中、小、微型等各類供應商采購；
6、本項目不允許轉包。
(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name);
4. Comply with the provisions of Article 6 and 7 of the Administrative Measures for the Purchase of Services by the Shanghai Municipal Government;
5. This project is only for medium, small and micro suppliers;
6. Subcontracting is not allowed in this project.
