簡要規(guī)則描述：長期以來，鶴沙航城區(qū)域居民一直反應(yīng)，存在大量土地?zé)o人管理，失管失養(yǎng)現(xiàn)象十分嚴(yán)重，雜草叢生，環(huán)境臟亂。為解決上述頑癥，經(jīng)前期梳理，除已納入土地看管和已落實(shí)長效的地塊外，仍有**塊土地需實(shí)施工程性措施，進(jìn)行應(yīng)急整治，才能移交后續(xù)看管或養(yǎng)護(hù)，合計(jì)**9畝。實(shí)施內(nèi)容主要包括：場地清理平整、新建部分綠網(wǎng)或圍墻、新建步道，種植綠化等
Brief Specification Description:For a long time, residents in the Hesha Aviation City area have reported that there is a large amount of land that is unmanaged, with serious problems of loss of management and maintenance, overgrown weeds, and a dirty and chaotic environment. To solve the above-mentioned stubborn problems, after preliminary sorting, in addition to the plots that have been included in land management and have been implemented for long-term use, there are still ** plots of land that need to be subject to engineering measures and emergency rectification before they can be handed over for subsequent management or maintenance, totaling **9 acres. (c)本項(xiàng)目的特定資格要求：1、具有《中華人民共和國企業(yè)法人營業(yè)執(zhí)照》，具有獨(dú)立承擔(dān)民事責(zé)任的能力；2、具有市政公用工程施工總承包三級及其以上資質(zhì)；3、具有建設(shè)部門頒發(fā)的《安全生產(chǎn)許可證》（非上海市施工企業(yè)，安全生產(chǎn)許可證需備案）(有效期內(nèi)）；4、擬派的項(xiàng)目經(jīng)理須具有市政公用工程注冊建造師二級及其以上資格及有效的安全考核證書，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目經(jīng)理；5、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)；6、本項(xiàng)目不接受聯(lián)合體響應(yīng)。
(c)Specific qualification requirements for this program:1. Having the Business License of the People's Republic of China for Enterprise Legal Person and the ability to independently assume civil liability; 2. Having a third level or higher qualification for general contracting of municipal public works construction; 3. Having a "Safety Production License" issued by the construction department (for non Shanghai construction enterprises, the safety production license needs to be filed) (within the validity period); 4. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate, and have not served as a project manager for other ongoing construction projects; 5. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract；6. This project does not accept consortium responses.
