（3）與本項(xiàng)目招標(biāo)代理機(jī)構(gòu)的負(fù)責(zé)人為同一人或者存在直接控股和管理關(guān)系的供應(yīng)商不得參加本次政府采購活動；單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同投標(biāo)人，不得同時參加同一包件的投標(biāo)或者未劃分包件的同一招標(biāo)項(xiàng)目的投標(biāo)；
(c)Specific qualification requirements for this program:（1） This project is open to small and medium-sized enterprises (including medium, small and micro enterprises).
