(b)落實政府采購政策需滿足的資格要求：本項目專門面向中小企業(yè)，執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知財庫〔****〕**號、《關(guān)于進一步加大政府采購支持中小企業(yè)力度的通知》財庫〔****〕**號。本次采購若符合政府強制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、扶持福利企業(yè)、促進殘疾人就業(yè)、支持中小微企業(yè)、支持監(jiān)獄和戒毒企業(yè)等政策，將落實相關(guān)政策。

(b)Qualification requirements to be met to implement government procurement policies:This project is specifically aimed at small and medium-sized enterprises, implementing the "Notice on the Measures for the Promotion of the Development of Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [****] No. **) and the "Notice on Further Strengthening the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [****] No. **). If this procurement meets the government's mandatory procurement policies for energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of the disabled, supporting small and micro enterprises, supporting prison and drug rehabilitation enterprises, etc., the relevant policies will be implemented.

(c)本項目的特定資格要求：（1）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
（2）本項目專門面向中小微型企業(yè)采購；
（3）供應(yīng)商在近三年內(nèi)無行賄犯罪記錄，未被政府采購監(jiān)督管理部門禁止參加政府采購活動，同時未被列入 “信用中國”網(wǎng)站(www.creditchina.gov.cn)中失信被執(zhí)行人、重大稅收違法失信主體和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴(yán)重違法失信行為記錄名單的供應(yīng)商（以響應(yīng)文件提交截止之日前三年內(nèi)的信用記錄為準(zhǔn)）；
（4）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，參加同一合同項下的采購項目投標(biāo)的，相關(guān)投標(biāo)均無效；
（5）供應(yīng)商具有住建部頒發(fā)的建筑工程施工總承包三級及其以上資質(zhì)；
（6）供應(yīng)商具有有效期內(nèi)的安全生產(chǎn)許可證；
（7）擬派項目負責(zé)人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負責(zé)人；
（8）本項目不允許聯(lián)合體投標(biāo)。

(c)Specific qualification requirements for this program:(1) Suppliers that meet the requirements specified in Article ** of the "Guiding Opinions on Docking with International-Standard Economic and Trade Rules and Promoting the Reform of Government Procurement in Pilot Zones" (Shangcaiacp [****] No **) are not allowed to participate in the procurement activities of this project; (2) This project is specifically open to small and medium-sized enterprises for procurement; () Suppliers who have no record of bribery crimes in the past three years, have not been prohibited from participating in government procurement activities by the government procurement supervision and management, and have not been listed on the "Credit China" website (www.creditchina.gov.cn) as defaulters in enforcement, major tax lawbreakers defaulters, or on the list of serious illegal and dishonest acts in government procurement on the "China Government Procurement Network" (www.ccgp.gov.)
