(c)本項目的特定資格要求：1、符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2、****年1月1日至今未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、現(xiàn)場管理機(jī)構(gòu)擬派人員要求：5人（含）以上，須包含園林項目負(fù)責(zé)人、安全員、質(zhì)量員、材料員、中級園林綠化工（班組負(fù)責(zé)人）各1名，上述人員均應(yīng)為企業(yè)在職人員須提供近三個月中任意一個月的企業(yè)繳納社保證明；
5、園林綠化項目負(fù)責(zé)人須具有園林專業(yè)中級職稱及以上、上海市園林綠化工程從業(yè)人員項目負(fù)責(zé)人電子卡；
6、磋商文件所涉及的園林專業(yè)是指: 園林(園林規(guī)劃設(shè)計、園林植物、風(fēng)景園林、園林綠化、綠化林業(yè)等)、園藝、城市規(guī)劃、景觀、植物(含植保、森保等) 、環(huán)境藝術(shù)、風(fēng)景旅游等專業(yè)；
7、處于被政府管理部門禁止參加投標(biāo)期間的單位不得參與競爭；
8、本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:3、Must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branch companies in procurement activities in their own name);
4. Requirements for on-site management personnel: more than 5 people (including), must include one person each of the person in charge of the garden, safety officer, quality officer, material officer, and intermediate gardener (team leader). All of the above personnel should be full-time employees of the enterprise and provide proof social security contributions made by the enterprise for any one of the last three months.
5. The person in charge of the landscape greening project must have a middle-level professional title or above in landscape, Shanghai Electronic Card for Project Managers Landscape Greening Engineering Practitioners; 6.
