(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關(guān)于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(b)Qualification requirements to be met to implement government procurement policies:The project implements the Measures for Government Procurement to Promote SME Development (Finance Treasury No. **) and Further Strengthening Government Procurement Support for SMEs (Finance Treasury No. **).
Reserved procurement quotas for SMEs are enforced, though this project is not exclusively for SMEs. Prison enterprises and disability welfare units are treated as small/micro enterprises.
Priority is given to energy-saving/environmental products listed in Finance Treasury No. **/**. Products marked with "★" require mandatory procurement. Valid certification is mandatory.
Domestic products only; imported goods are excluded.
SME classification follows Standards for SME Classification (MIIT No. **0), with the construction industry applicable here.

(c)本項目的特定資格要求：1、****年1月1日至今未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
3、供應商應具備以下施工資質(zhì)：1）中華人民共和國住房和城鄉(xiāng)建設部頒發(fā)的施工總承包建筑工程三級或以上資質(zhì)；
4、企業(yè)具有有效的安全生產(chǎn)許可證；
5、擬派項目負責人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設工程項目的項目負責人（（以響應文件中提供的加蓋單位公章的《項目負責人基本情況表》為準（通過上海市住房和城鄉(xiāng)建設管理委員會網(wǎng)站zjw.sh.gov.cn 查詢、打印，首次響應文件提交截止時間前7 天內(nèi)打印有效））。
6、處于被政府管理部門禁止參加投標期間的單位不得參與競爭；
7、本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:Since Jan 1, ****, the bidder must not be listed on Credit China (creditchina.gov.cn) or China Government Procurement (ccgp.gov.cn) for失信被執(zhí)行人, major tax violations, or嚴重違法失信行為.
Eligible entities must be legally established in China (branches不可獨立投標).
Required construction資質(zhì): Grade 3+施工總承包資質(zhì) issued by the Ministry of Housing and Urban-Rural Development.
Valid安全生產(chǎn)許可證 required.
Project負責人 must:
Hold a Grade 2+ registered constructor license (建筑工程專業(yè));
Have valid安全生產(chǎn)考核證書;
Not oversee other ongoing projects (proof via Project Leader Details from zjw.sh.gov.cn, printed within 7 days before submission).
Entities barred by authorities不可投標.
Subcontracting prohibited.

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
